Welcome to the Eastern Cape Department of Education's EMIS Website. Please use the menu on the top to navigate through the website.

The Education Management Information System (EMIS) is responsible for the collection, capturing and warehousing of education data in each province. The EMIS collects data from various sectors within education such as Ordinary Schools, Adult Education and Training, Inclusive Education, Early Childhood Development and Further Education and Training institutions.

A Snap survey is conducted early in the year to collect learner and educator information. Later in the year more detailed Annual Surveys are conducted to collect data at various levels of disaggregation such as gender, age, grade and population group.

The EMIS is in the process of moving away from paper based surveys to electronic data collection methods via institution-based administration systems.

SASAMS - South African Schools Administration and Management System is now compulsory in the Eastern Cape. (View EMIS Correspondence for Circulars relating to SASAMS) 


As of 15 April 2014 the SASAMS statistics are as follows:

At the moment 83% of the schools in the EC are using SASAMS. This represents more than 4,762 schools (Dec 2013 = 5182) in the province.  In provinces such as FS all schools are on SASAMS. Limpopo, KZN, NC, GT and NW have more than 90% of schools on SASAMS.  All schools, except WC, have to submit their ANA registration via SASAMS this year.

The only reason why WC is not using SASAMS is due to the CEMIS (central emis) system they introduced a few years ago. This system works outside the current admin systems at schools and schools need to keep two systems updated - irrespective of the admin system they are using. This is why WC schools can use any admin system al long as they keep CEMIS updated on a daily basis.

We have decided not to follow this route to eliminate any duplication and this is why we are only installing SASAMS at schools. The long term plan for all schools in the country is to have a web-based SAMS called i-SAMS. The WC did a pilot in a few schools but stopped it because the DBE is currently developing a national i-SAMS for all schools which will be policy in the near future.  Schools using SASAMS will be able to make a seamless transition to the i_SAMS once it is in place.

We want all schools to use a common database template. This will allow the department to monitor school attendance, leave, curriculum coverage, learner numbers, reduce the possibility of ghost learners and educators, monitor LTSM usage and the recovery of LTSM from learners, utilization of the paper budgets sent to schools etc. etc.

I think you would agree that we need to start somewhere to close the leaking taps in the system which is draining our tax money.  I know it is uncomfortable for many schools to make the change, but without full implementation we will not be able to monitor the system effectively.

Systems such as SASPAC generates a full SASAMS database from their current data and we are happy with this - as long as we get a SASAMS database which complies to our template.  These schools can continue with the 3rd party software on the condition that we receive regular submissions in the required format.  I would suggest that you consult your service provider to explore the possibility of them writing code so that you can do such an export.  Until such time we are going to require the schools to submit the SASAMS database.  For the time being your learner, educators, attendance and subject allocation to learners should be updated for such a submission.
